The "teapot tower" is actually a photo of a sugar paste creation from flickr. It would appear that the person created "a sugar paste teapot" and "a few sugar paste teacups" on the lowest tiers as well, with cupcakes interspursed throughout the "tower" of sweets and goodies..,
Hope that helps!~ However, I do not know exactly where on flickr I found that lovely photo, (yet I have listed Flickr nonetheless on my overall photocredits).
~ (Even if you do find the exact photostream, she does not give the details as to how to make the treats per se)..,Hopefully if you want to make something similar for your teaparties you could just sinply find a three tier server and put a pretty teapot with teacups on the lower tier, along with some cupcakes, for your own teaparty creation.
I hope you will post the pictures if you do eventually make something similar!
